 #11 Caps Becoming Scarce?

I've been to two local gunshops and the new Cabela's in Delaware.  They're all out of #11 perc. caps.  I'm sure not going to pay the hazmat fee to buy them online.  Any shortage of these in your neck o' the woods?

Buy them from Carlos. No Hazmat fee.

How many times do we have to say buy from Carlos?

Yes they do, but Carlos has it worked out somehow. Powder is the same way.

I think he just splits the fee for each order they get and divide it up evenly ahead of time. Eg. 50 lbs of powder is a HazMat fee of $28.50 divided by 50 = $0.57/lb. added to the price of each pound.

I don't think it works that way. each order shipped out is suppose to have a Hazmat fee. In the past when I was shooting a lot of BP i'd buy by the case. The Hazmat fee would be absorbed by the seller, because of the profit being made on 25 lbs of powder. I have no idea how Ed's is absorbing it on small orders?
