My t/c renegade has a few very small chips out of the finish. Is it ok to apply this over the old finish or should i only use it on the chipped areas? Thanks

Apply it only over the chipped areas. Its not that great of a "finish" and normally just soaks into the wood. You really have to apply it thin, rub it in until you get super hot heat and keep doing that over a period of months before it starts to add some sort of protection.

Yes, spot touching with truoil would be much better! Just a little dab, smooth it over the area and then let it sit for a few hours. Add another coat until you have filled that area. You can use 0000 steel wool and lightly buff it to blend the other surface finish.
