It's a full bore bullet that is a bit loose in the bore. When you knurl the bullet it raises the metal to make the bullet bigger in diameter. By knurling more or less you can fit the bullet to the bore.

It's done by rolling the bullet between two files.

Here's one that I have been playing with ,Blood line .50x 325 ,,After maching the conical it 280 gr ,Knurling done on one of my lathes ,,,
